Legislature OKs windstorm mitigation repeal bill
The Legislature passed HB 545 today, a bill by Rep. Pat Patterson (R-Deland) that repeals the windstorm mitigation rating disclosure, set to take effect Jan. 1, 2011. The bill required sellers of coastal homes to disclose to potential buyers the home’s windstorm mitigation rate.

Senate rolls Affordable Housing bill
Today the Senate took up SB 262 by Sen. Mike Bennett and HB 665 by Rep. Gary Aubuchon, which is the affordable housing package for 2010. It includes language to “Scrap the Cap” on the Sadowski Trust Funds. Reading the bill a second time sets it up for passage to the Governor as early as Wednesday.

AMC legislation heads to the Governor
Moments ago, the Senate took up and unanimously passed HB 303 relating to Appraisal Management Companies. Sen. Lee Constantine (R-Altamonte Springs), seen here presenting the legislation, explained the importance of this bill, which will require AMCs to register with the Department of Business and Professional Regulation. HB 303 now heads to the Governor for his signature.

House unanimously passes AMC legislation
The House today unanimously passed HB 303, which requires Appraisal Management Companies to register with the Department of Business and Regulation. The companion bill, SB 2210, is ready for final passage in the Senate.

House passes tainted drywall tax break
The House came running out of the gate Monday morning and sent HB 965 by Rep Seth McKeel to the Senate. The vote was 106-0. This bill sets the value of improvements to homestead property infected with tainted drywall to zero. The provisions of this bill expire in 7 years, so mitigation will have to be finished by then.

House moving tainted drywall tax break
Today the House read HB 965 by Rep. Seth McKeel a second time. This bill would offer owners of homestead property afflicted with tainted drywall a property tax break. The Florida Realtors support efforts to offer uniform assessment breaks for these properties. An amendment clarifying that tainted “domestic” drywall would also qualify for the break was adopted. The bill could passthe House as early as tomorrow and be sent to the Senate, where it will likely be read a 2nd time tomorrow.

Dynamic economic modelling bill passes Senate
Today the Florida Senate took up and passed SB 1178 by Senator Mike Haridopolos. This bill now goes to the House where it’s expected to pass before the close of Session. It allows the legislative leadership to designate certain bills to be “dynamically scored” so that other economic benefits of legislative policy can be included in any fiscal analysis. The Florida Realtors support this effort and the bill, which will help in the passage of many tax-related proposals in the future.
